Scott attained a Bachelor of Science degree in Civil Engineering from Fresno State in 2009.  While at Fresno State, Scott worked as a draftsman at a local structural engineering firm and subsequently working as an entry level engineer after graduation.  In 2011, Scott joined the Brooks Ransom Associates team as a staff engineer.

The projects Scott is involved with are commercial, medical and mostly educational.  Over the years at Brooks Ransom Associates, Scott has become a go to source for all DSA projects.  These types of projects require attention to detail and accuracy, while managing the overall goals of the project.  Scott is also known for being cheerful and easygoing often setting up potlucks and other office social events.

Scott was born in Madera and attended Liberty High School.  Scott and his wife, Macae, live in their Fresno home with their two dogs, Cassy and Duke.  Scott enjoys hunting, home brewing and spending time with family and friends.

Scott has recently become a father!  The Carters welcomed little baby Lacie Elizabeth into the world in January 2016.
